Question about using developers.mit.edu for community support

I'd chatted briefly with Steve about using developers.mit.edu to create a few forums for peer-to-peer user support on unsupported IT topics. Similar, perhaps, to the intent behind the Linux Users but more broadly applicable.
A few follow up questions:
- Who all should I talk to to find out if we can use developers.mit.edu for this?
- Is it possible to create a sub-section of forums, perhaps with a small topic list, so we don't crowd out or confuse the developer forms with a number of user/peer support forums? Or is the forums list limited to a flat list?

I believe the forums are a flat list, but not all of the forums are displayed on the home page.
I am one of the people that has the ability to add new forums. However, I don't think I have the necessary privileges to change what forums appear on the home page. Or perhaps I have the privilege but haven't taken the time to learn how yet.
I beleive that all administrators of the system are subscribed to the "suggestions" forum.
At the moment I am tending to feel that we should drive more traffic to the "General Questions" forum and then create new forums when we feel that a particular topic has real traction, or is starting to obfuscate the other questions appearing in the forum.
