Roles and Permissions for Working Group Members

Everyone in the working group for this site needs full administrative privileges, but that makes it difficult to experience the site as it works for other users. How about these suggestions:

- Everyone in the working group has "administrative user" privileges for developers-dev.mit.edu, but not for developers.mit.edu
- I created two power user accounts, "editorial user" and "publishing user." We should have these in production so we are actively using the site with the same experience as other contributors we are giving permissions to.
- Create local (non-touchstone) user names with administrative privileges for purposes of site admin functions. You should post content or contribute as that user.
